RECENT DEVELOPMENT (1909-12)

Dr. and Mrs. Harpster left Rajahmundry furlough, April 7, 1909, and after having visited the Rev. Frisby D. Smith Tokyo, Japan, they crossed the Pacific Ocean, land- ing San Francisco, and reaching Redlands, Cal. , June, 1909, where they were entertained friend until they came East attend the convention the General Council Minneapolis that fall. Thereafter Dr. Harpster travelled and delivered addresses the interest the General Council's Telugu Mission. was exceptionally able speaker and his presentations won the interest large circle sup- porters. While tour the churches Ohio, January, 1911, contracted severe cold and hastened back his wife who was visiting her brother, the Rev. Henry E. Jacobs. D. D. , at Mt. Airy, Philadelphia. There died February 1, 1911, after brief illness. The funeral service was held the Schaeffer-Ashmead Memorial Church, Mt. Airy, Philadelphia, on February 3, the General Secretary the Board Foreign Missions the General Synod, the Rev. L. B. Wolf, D. D. , and the General Secretary the Board Foreign Missions of the General Council, the Rev. George Drach, delivering the addresses. The service was conducted the Rev. Prof. J. Fry, D. D. , and the Rev. A. S. Fichthorn, D. D. His body was interred the cemetery Gettysburg, Pa. The following brief sketch his life the time his becoming missionary the General Council. John Henry Harpster, the son George and Frances Harpster, was born Centre Hall, Pa. , April 27, 1844. J. , and Canton, O. married Julia, daughter Pro- fessor Michael Jacobs, Gettysburg, Pa. ; 1882. 1893 he returned with his wife India and served missionary in the Guntur and Sattenappalli Taluks the General Synod's Mission until 1gor, when came home furlough. D. , our missionary furlough America, and Whereas Reverend John Henry Harpster, D. D. , one the great foreign missionaries the Lutheran Church America, began his career foreign missionary 1872, when the Board Foreign Missions the General Synod of the Evangelical Lutheran Church the United States sent him its Telugu Mission Guntur, India, where labored until 1876, returning this Mission, after having served congregations the United States, 1893, for second term lasting eight years, and then the urgent call the Board Foreign Missions the General Council the Evangelical Lutheran Church North America, went its Telugu Mission Rajahmundry, India, 1902, with the special titles and commission "Temporary Director" and Chairman the Executive Committee, then the highest office the Mission, re-organize under new rules and regulations, and having fulfilled his mission and resigned his special office and position, returned America 190g, where was spend- ing his furlough the service our Board which had called him return Rajahmundry regular missionary, and Whereas, while served our Board its India Mission, labored faith- fully and well, erected new and adequate buildings for the Boys' Central School at Rajahmundry, extricated our mission property from the confusion un- Joris shies improved the mission plant, and won many converts Christian- ity, Whereas, while furlough America, 1909-1910, attracted the interest many his addresses and efforts, spread information, deepened the sense our foreign mission obligation, and won the prayers and consecra- tion those who learned know him; Resolved, that we, the Board Foreign Missions the General Council, express our high appreciation his long and successful career foreign missionary India, and especially his service, both our Telugu Mission and home our churches, and our sense the great loss have sustained in his death, and Resolved, that express our deep sympathy his widow whom com- mend the tender love our Heavenly Father, through Jesus Christ, His Son, Our Lord.

After his removal from Rajahmundry Dr. Schmidt had lived in retirement Kotagiri, Nilgiri Hills, India, where died on March 6, 1911, about month after Dr. Harpster's death. His body was interred the Basle Mission cemetery Kotagiri. The Mission Council India adopted the following minute of appreciation: "Three men the history the Rajahmundry Mission have, the eyes the Church, stood out among their fel- lows. these, the first, Dr. C. F. Heyer, has long since been gathered his fathers and his works follow him. "The second was the Rev. Hans Christian Schmidt, D. D. , who departed this life March 6, 1911. Others other places have given the salient facts his life. Our endeavor shall fix the place Dr. Schmidt this Mission and the value his services it. came first Rajahmundry August 4, 1870, when the only missionary greet him was Father Heyer. Six months later Father Heyer, under the weight many years, left the country never return. The strength the Mission then was 241 adult Christians living nine villages, and nine teachers. The buildings were dilapidated and the Mission had but slender hold the in- terest and support the Church home. was the most critical time the entire history the Mission, and during the first decennium living martyrdom for its missionaries. But in spite every discouragement Dr. Schmidt and his col- league remained their posts duty; and God mightily blessed their slender means, that before the close the decade another bungalow, church and house-boat had been added the material equipment the Mission, and the number adherents had been more than doubled. seems to us, that was this period that Dr. Schmidt rendered the most valuable service his life. some other field. The credit being the real founder or, least, savior the mission, belongs far more truly him than to Father Heyer. The latter was bird passage; the former came stay and give permanence the work. "In the eighties reinforcements began come, and with their advent interest the work grew home. The path, therefore, became easier; but the economy and the careful expenditure Dr. Schmidt had been forced practice the first decade his service adhered him always. was wise buyer, cheap builder, shrewd manager; and much the excellent property now owned the Mission the fruit of his foresight. fellow-missionary was genial and easy get along with. His long experience with new mis- sionaries, all whom for period thirty years was here to welcome, made him patient and sympathetic with them. He was quick recognize merit and rejoiced for the sake of the Mission. His judgment was safe and his tenacity purpose great. Connected for many years with the Mission, there scarcely phase its work to-day that does not, greater less extent, bear his impress. After his withdrawal from the Mission lived dignified and contented retire- ment, dividing his time between his home the hills and that his daughter the Breklum Mission. His failing health was quite obvious his many friends throughout the last year his life, and the end was quiet and peaceful. "The third the three was the Rev. John Henry Harpster, D. D. , whose connection with this Mission dated from 1go2. That was time great difficulty, and the task set him was one unusual responsibility, involving transfer and reor- ganization. Friction seemed inevitable. Frequently had to shape his course fit rules for which had not been responsible; and the wonder is, that with such burdens his shoulders, succeeded well did. Ninety-nine other men hundred would have failed utterly. Had his dis- position been less generous, his spirit less sanguine, his patience less lasting, would have left the field confusion worse confounded, instead the highroad harmonious co- operation and general good-will. be sure, but through them all strongly pulsed the beat courteous man's warm friendship. missionary was indefatigable, preacher eloquent and inspiring. labored season and out inculcate self-support. Neu- doerffer, with his wife and child, came America way the Pacific Ocean and spent the most his time the United States and Canada delivering sermons and addresses, especially to German and German-English congregations, order arouse them greater effort behalf foreign missions. He also succeeded interesting number young pastors to such extent that two recruits were secured and sent out with him India, the Revs. Oscar V. Werner and F. W. Schaefer; and his younger brother, August, followed him few months later. Arps spent year Luebeck, Germany, with his son and daughter, who were being educated there, before coming America May, 1912, with his wife and daughter. Among the more recent events importance the Mis- sion have been the erection the Augustana Church Samulkot, the gift the Foreign Missionary Society Augustana College and Seminary, Rock Island, Ill, which

was consecrated January 15, 1911, while the Conference missionaries and native workers was session Samulkot. The building cost $2700. The same day that this new church was consecrated the sixth native Christian pastor, Pantagani Paradesi, was or- dained the officers the Ministerium India, the Rev. H. IE. Isaacson, D. D. ; ! and the Rev. Karl L. Wolters. Pantagani Paradesi was born Mahadevipatnam, Bhima- waram taluk. attended the Boys' Central School Rajah- mundry, from which was graduated, and then went the Mission College Guntur. After having served for while as teacher the Girls' Central School, was added the staff teachers the Boys' Central School, where was at work when the call came become the pastor St. Paul's Church, Rajahmundry. was installed the native pastor the congregation Rajahmundry, under the super- vision the missionary charge, Sunday, February gs, 1911, the Rev. C. F. Kuder, assisted the Rev. R. Arps. Under the direction Kuder the congregation became self- supporting and agreed pay its pastor's salary? Self- government, also, was introduced under panchayet council, consisting the missionary charge, the native pastor and five members the native congregation. The membership the congregation the close 1910 was 356, exclusive boarding-school children and teachers at- tending the Training School. Before Kuder returned the United States April, 1913, nearly finished the preparation the Telugu Lutheran Church Book, translation the Church Book of the General Council, not however including all the hymns, the publication which event far-reaching significance the history the Mission. Rajahmundry and Dowlaishwaram. This site, have already had occasion narrate, was purchased 1go2, for the sum $4500, and plans for building had been drawn and approved the Board 190s, but they proved be unsatisfactory and Dr. Woerner's furlough delayed the preparation new plans until the year 19og, when they were finally approved the Board August that year. Arps was appointed superintendent construction. se- cured the service M. Ramanayya, converted Brahmin, as contractor, and inasmuch the women's missionary societies the General Council had already gathered most of the funds needed, the building operations, once begun, made rapid progress. The corner-stone the main building was laid January 11, 1910, Mrs. E. B. Elwin, the wife of the Collector the Coconada district. The Collector delivered address English, and Missionary Arps ad- dress Telugu. After the buildings were completed, the Hospital was opened and dedicated July 20, 1911, the Collector the District again taking part the exercises. Concerning this occasion Dr. Woerner wrote: "At last have realized our long-desired hospital. The formal opening day - was day joy and gladness. Crowds people were present. A portion the second floor was reserved for Hindu ladies. It was remarkable how many attended this public function. Some years ago hardly one would have been present. The people, they went about the place, were full praise and admiration. July 24th the sick were moved over from the nurses' quarters, where they had been kept temporarily, and filled the first large ward. The second now filling with new patients. After years cramping small, incon- venient rooms, the work arranging great pleasure. feel very grateful all who have worked long and faith- fully give this abiding place for the sick. The cost the buildings was follows: Hospital Main Building, $21,315; Isolation Ward, $500; Native Helpers' Quarters, $333; Morgue, $133; European Nurses' Quarters, $1000; Kitchen, $200; Stables, $166; Compound Wall, $533; Hospital Total, $24,180. Maternity Ward, $3533; Grand Total, $27,713. The Women's Missionary Society the Pennsylvania Ministerium gathered and con- tributed one-half the amount required build the Main building, and the Women's Missionary Society the Swedish Augustana Synod the other half. The Women's Missionary Society the New York and New England Synod, assisted by the Women's Missionary Society the Synod Central Canada, paid for the Maternity Ward. number socie- ties and individuals provided the furniture the hospital buildings, which cost $2900. The growth the medical work our Mission has been truly remarkable. The total number visits the Dispen- sary Rajahmundry during the year 1910 was 21,394. The number new patients treated was 6488. the temporary hospital 188 cases were treated, while 316 private patients were visited 1470 times. The dispensary minor operations numbered 140, the hospital general operations 100. The average daily attendance the Rajahmundry Dispensary in 1912, varied between fifty and ninety. Counting the rela- tives patients probably one hundred people each day heard some message from God's Word this Dispensary. A Dispensary was begun Dr. Betty A. Nilsson Dow- larshwaram August, 1911, which was open three after- noons each week. The number patients the Rajah- mundry Hospital rose 738 1912. About Rs. 3000 ($1000) were received that year medical fees. Bristol, Conn. , was called the Board and commissioned a foreign missionary St. Peter's Evangelical Lutheran Church, Brooklyn, N. Y. , October 9, 1gro. reached Rajahmundry November 23, that year. Four months later he resigned, and his resignation was accepted take effect July 1, 1912. The largest number foreign missionaries ever sent out by the General Council one time was commissioned 1911. Three ordained missionaries and two woman missionaries were sent India, and one ordained missionary and his wife were sent Japan. Those sent India were the Revs. Oscar V. Werner, Frederick W. Schaefer and August F. A. Neudoerffer, and the Misses Margaret C. Haupt and Agatha Tatge. Oscar Victor Carl Werner was born November g, 1886, Brooklyn, N. Y. attended the German Parochial School of St. John's Evangelical Lutheran Church Brooklyn and the public school that city. Then went Tuebingen, Germany, where from 1896 1g9o1 attended the Royal Gymnasium. Returning the United States entered Wagner Memorial Lutheran College, Rochester, N. Y. , from which was graduated 1904. took his course the- ology the Evangelical Lutheran Seminary, Mt. Airy, Phila- delphia, was graduated and then went Columbia College, New York City, where took special course. was ordained 1gog, and followed call become pastor of Christ Evangelical Lutheran Church, Freeport, Long Island, N. pastor the Church the Ascension, Brooklyn, N. Y. , where he was serving when called India. Both these missionaries were commissioned the Presi- dent the Board, the Rev. Professor Edward T. Horn, D. D. , Sunday evening, September 10, 1911, the Church the Holy Trinity, New York City. On the morning that day the President commissioned Miss Agatha Tatge the Church the Advent, New York City, and the General Secretary, the Rev. George Drach, commissioned Miss Margaret Haupt the First Lutheran Church, Pittsburgh. Agatha Marie Dorothea Tatge was born Chicago, Ill. Her mother died when Agatha was twelve years old. She was confirmed the next year the Rev. Zenan M. Corbe. When she was fourteen she was taken out school her uncle and aunt, her guardians, but later went the Lutheran Ladies' Seminary, Red Wing, Minn. , where she took the regu- lar four years' course, being graduated 1906. That fall she entered the Hackley Hospital Training School for Nurses, Muskegon, Mich. , and was graduated three years later. Then she entered Teachers' College, Columbia University, New York City, majoring Hospital Economics, and was graduated June 7, 1911. Her special work the Mission the manage- ment the Department Nursing the Hospital for Women and Children, Rajahmundry. Margaret Cecelia Haupt daughter the Rev. Dr. and Mrs. A. J. D. Haupt. She was born St. Paul, Minn. , while her father was pastor that city. She spent the fall, winter and spring 1910-1911 the Mary J. Drexel Home and Motherhouse Deaconesses, Philadelphia, the first student in the special course arranged for the training woman mis- sionaries that institution. For all these outgoing missionaries, well for the Rev. Edward T. Horn, Jr. , and his fiancée, who were going to Japan, and for the Rev. and Mrs. Ernst Neudoerffer, who were returning India after furlough, farewell service was held connection with the convention the General Council, in Trinity Church, Lancaster, Pa. , Thursday evening, Septem-

ber 14, 1911. Those who had the privilege attend that service will never forget it. The President the Board in most admirable manner introduced each missionary turn and each well-chosen words responded. Finally the President the General Council, the Rev. Theodore E. Schmauk, D. D. , most happy manner acknowledged for the whole General Council the introduction the missionaries and encouraged them with the assurance the presence the Lord Jesus Christ, whom all power given heaven and on earth. During the service, one after the other the missionaries spoke, tears came the eyes those who heard their solemn and impressive words; not tears sorrow but of joy, because such numerous and noble band young men and women had been found willing and ready carry the Gospel the heathen. At ten o'clock Saturday morning, September 16th, those bound for India sailed from New York, six adults and two children, and reached Rajahmundry, October 25, 1911. Two or three days later the new missionaries began their study the Telugu language. ! After this band missionaries had sailed away, the Rev. August F. A. Neudoerfier, younger brother the Rev. Ernst Neudoerffer, whom the Board had twice called India, offered follow his elder brother the mission field, was accepted and commissioned St. Johannis' German Lutheran Church, Philadelphia, Wednesday evening, Novem- ber 29, 1911. August F. A. Neudoerffer was born June 18, 1890, Santo Leopolidina, Brazil, where his father, the Rev. Ernst Neudoerf- fer, Sr. , was missionary for seven years. About year after the birth August the family went Germany, and from there Canada, where his father has since served, Neustadt, Ontario. attended public school Normandy, Ontario, and the fall 1897 entered Wagner Memorial Lutheran College, Rochester, N. Y. , from which was graduated ! New missionaries devote the entire first year the study the vernacular. During the second year, while continuing their language study, they are associ- ated with older missionary. After having passed the second examination at the end the second year, they are placed charge work.

1go2. After the regular course theology the Seminary in Philadelphia, was ordained June 19, 1905, and then took charge St. Paul's Church, Hainesport, N. J. , which served six and one-half years. left New York December 9, 1911, and reached Rajahmundry January 17, 1912. Among the more recent developments the home admin- istration was the incorporation the Board. accord- ance with the instruction the General Council, convened Minneapolis 190g, the Board sought and secured Charter of Incorporation, which was granted the Decree Judge William H. Staake Philadelphia, November 18, 1910, and accepted the Board its meeting February 2, 1911. this charter the Board given the following Con- stitution: "1. The name the Corporation and shall ' The Board of Foreign Missions the General Council the Evangelical Lutheran Church North America. ' "2. The object for which the said Corporation formed shall conduct the foreign missions the General Council of the Evangelical Lutheran Church North America, and maintain the same accordance with the Confessions the Evangelical Lutheran Church accepted the General Council the Evangelical Lutheran Church North America, in such places may from time time determined the said Corporation, and provide ways and means for the carry- ing and extension said work, and perform such other duties are usually incumbent upon and pertain Board of Foreign Missions. Riter was elected fill the unexpired term. August, 1910, the Rev. P. J. O. Cornell succeeded the Rev. S. C. Franzen member the Board. The General Coun- cil 1911 elected the following new members the Board: The Rev. F. Jacobson, Ph. D. , and Messrs. A. Raymond Bard, Robert Gaskell and B. F. Cressman. Cressman, making sixteen members, represent- ing five different synods the General Council. A Swedish District Secretary the Board Foreign Mis- sions was elected 1gri. The first incumbent this office, the Rev. Carl Solomonson, began his work December 15, 1911, but one year later obtained leave absence for a year more act solicitor funds for Gustavus Adolphus College, St. Peter, Minn. , his alma mater. The duties this office are defined follows: 1. represent the Board the congregations the Augustana Synod. 2. spread information, awaken interest and solicit funds for the support the foreign missions the General Council. 3. interest and recommend young men and women for service our mission fields. 4. keep the people informed our work home and abroad through the papers of the Augustana Synod and such literature may ap- proved the Board. 5. perform such other duties the Board from time time may determine. 6. The relation of the Swedish District Secretary the Board shall (a) to labor under the direction the Board and report each regular meeting through the General Secretary concern- ing his work and expenses; (b) attend the regular meetings of the Board often possible and present whenever called the President the Board; (c) remit monthly all money received for our foreign missions the treasurer the Mission Board the Augustana Synod, and report the same the Board Foreign Missions. Among the sure indications more intense and wide- spread interest foreign missions the support individual missionaries societies and congregations. Those now being supported are: The Rev. C. F. Kuder the Men's Bible Class Holy 1 The Rev. Dr. Youngert and the Rev. Dr. Miller were elected the Gen- eral Council 1913, taking the places the Rev. M. C. Ranseen, D. D. , and the Rev. C. There has been decided increase the income the Board Foreign Missions during the past few years. 1905 the income was $29,552.87; five years later (1910) was $48,451.57; 1911 rose $60,263.13, and 1913, $66,546.41. These figures not include the sum raised the Women's Home and Foreign Missionary Societies for the new hospital, which flowed into the Board's treasury 1910 and 1911, and amounted over $30,000. The expenditures have steadily kept pace with the income, due part the increase the number missionaries, and in part increased appropriations for the expanding mission work. Thus, while 1905, $8cco were sent India for the regular expenses mission work, $18,000 were sent for that purpose during 1911, and $20,625.00 1913. These figures do not include the salaries and allowances the mssionaries. Two the main factors the development the foreign mission spirit and effort our churches have been the organ- ization women's missionary societies and the Laymen's Missionary Movement. 25

Witting and Miss Mary Borthwick were sent out missionaries. Rev. Ivar F. Witting, after residence four months India, re- signed and, although urged reconsider his resignation, insisted and returned the United States. The Rev. Thure Holmer was born Sweden, June 5, 1882, and came the United States with his parents when was eight years age. The family settled Falconer, N. Y. Mr. Holmer entered Augustana College 1902, and was graduated from the Theological Seminary and was or- dained 1912. July 17th, that year, married Miss Pauline Celia Bjork. Sailing from New York July 31st, Mr. and Mrs. Holmer reached Rajahmundry October 23, 1912, the day which the Rev. O. V. Werner and Miss Margaret C. Haupt were married St. Paul's Church, Rajah- mundry. Miss Mary S. Borthwick was born Chestnut Hill, Phila- delphia, where she was baptized and confirmed Christ Church. She took the one year's course the Mary J. Drexel Home and Motherhouse Deaconesses, and was commissioned her home congregation October 13, 1912, by the President the Board. She accompanied the Rev. and Mrs. Arps Rajahmundry, arriving November 21, 1912. Mr. Hiram H. Sipes, Jr. , graduate Thiel College, class 1913, accepted the call the Board our Telugu Mission India and assist its educational work. He married Miss Elsie Ashe Greenville, Pa. , Aug.

21, 1913, was commissioned Sunday evening, October 12th, Holy Trinity Lutheran Church, Greenville, Pa. , and reached Rajahmundry November, 1913. During that month Dr. H. E. Isaacson returned India, leaving his wife and children Lindsborg, Kansas, and Dr. Betty A. Nilsson came back America furlough. The year 1912 opened Rajahmundry with the con- vention the All-India Lutheran Conference, December 31, 1g911-January 4, 1912, which was attended 93 dele- gates. 'They represented the Leipsic, Swedish and Danish Missions the Tamil country, the Hermannsburg, Schleswig- Holstein, Rajahmundry and Guntur Missions the Telugu country, and the Gossner Mission Chota Nagpur the North. . Greetings were received from the Santal Mission, the Missionary Society Stockholm and the Moravian Mis- sion. not the strictest geographical sense, least far Lutherans go, the comprehensiveness the term 'All India' was justified. The delegates came from the South of India, where the breezes have not yet spent all their spicy fragrance, which, softly blowing, they robbed Ceylon's isle; they came from the sun-scorched plains Central India, where great rivers roll seaward tepid sluggishness; they came from the far North, where the vast, snowy reaches of the Himalayas abruptly bound the view. There were young men still the newness the first years their service, still studying the respective vernaculars their fields of work; men the prime life, who had tested their strength upon the tasks God gave them perform amidst surround- ing heathendom, and who were wise counsel and strong deed; older men whose whitening hair confirmed the story told by their battle-scarred faces, decades service against the forces Satan, and who yet burned heart with the zeal young warriors. Moreover, there was not department woman's work missions that had not its representative among the goodly complement women present the Conference. Finally, the type their manhood and their faith, the twelve Indian delegates, almost all them ordained ministers the Lutheran Church, gave proof the

quickening power the Gospel Christ, and were distinct encomiums upon the work for the furtherance which the Conference and its individual members were human agencies. " "Federation" was the main topic discussion, and the desire for closer co-operation and union, especially educa- tional and literary work, found expression set resolu- tions and the appointment permanent committee, each Mission being represented one member, which was entrusted, among other things, the duty the furtherance the federation Lutheran Missions India, which, accord- ing the census 1911, have constituency nearly 250,000.
