Article VIII. Appeals

Sec. 1. Order of Appeals The order for appeals in the work of this body shall be from the decision of a lower body to the next higher body.

Sec. 2. In all cases of appeals a petition stating clearly the ground of the appeal and accompained by a copy of the decision against which the appeal is made shall be filed within one month of the time the decsion is communicated to the party or body concerned. ) Appeals shall be made as follows:

One copy of the appeal shall be sent directly to the higher body to whom the appeal shall be made and one copy to the

+body against.whase action the appeal is being made. The ptesident or. chairman of the body appesled to shall call for » the,ngcessary.records from the lqwer bady. The president or chalrmen.of the body appealed to ahall call for the necessary racards from the lower hady. The president or the chairman. of.the.body, sppaaled.against shall within fifteen days draw up a statement on the body's action and forward it to 'the higher body along with the records.

Sec. 3. In cases of appeals against actions of a consigregational.panchayat, ithey shall -be referred:to. she cercerned parish churchicouncils-and in-cases of.appeals-againgt-the. actions of the parish church council. they shall.be.referred to the synod executive committee, whose decision shall be final.

Sec. 4. In cases of appeals against actions of boards or synods such appeals shaft be referréd:to the €xecutive Council of the A E. L. Church, whose decision shall be final.

Sec. 5. In cases of appeals against the actions of the Executive Council, the action appealed against shall be 1econsidered by the Executive Council at its next meeting provided such an action is implemented and the appeal is preferred within one month from the date of communicating the action to the party or body concerned. )

After reconsideration of the action appealed against, the decision of the Executive: Gouncit'still 'be final unless.one-third or more of the members of the Executive Council file an adverse minority report. In such cases the mattet shall go to tne Commission of Adjudication, whose decision shall be final,

Sec. 6. Any person who resorts to courts or-appedls to external authorities rather thap making: use:-of 'the ~pravisien for appeal in the A. E. L. Church and any person wha does not abide by the decisions of the Figld Church Council, &yrod executive committee, the Executive Council-of.thg.A.E.l. lose his eligibility for any" elective or appointive membetship in the A. E. L. Church and be debarred from all voting rights. Such a person may be restored to all voting rights and. eligibility for holding elective or appointive position of membership in 'the A. E. L. Church only after one year from the 'date of the final disposal of the matter by the courts or external authoritigs.

Article IX. Order Of Business

*The order of business shall ordingrily bé as follows but it may be changed on motion without notce when supported by a twothirds vote of those present:

1. The opening of synod

2. The roll call and seating of delegates

3. Correction and approval of minutes 4, Elections (may be interspersed with subsequent items as necessary) '

5. Reports of committees

a) Standing committees ° -

b) Special committees

6. Report of the'Ministerium (if any)

7. Special programmes (if any)

8. Deferred blisiness

9. New business.

10. Memorial Services, - /

11. Adjournment Se

Article X. Rules Of Order

Sec. 1. Debate and decorum '

a. Every delegate shall have the right to speak once on all questions. After all those desiring to do so have spoken once he shall have the right to speak again.

b. Every delegate shall obtain the recognition of the chair before speaking.

c. The mover of any proposition shall have the right to be the last speaker in the debate on the motion made by him.

d. Every delegate shall refrain from the use of personalities and shall confine himself strictly to the question before house,

Sec. 2. Voting Every delegate shall have the right to vote on all questions except those which are related to or affect himself. When -any matter which is related to or affects himself is.under debate, he shall not be present in the session,

Sec. 3. Motions and resolutions. A

a. Every dalegate shall have the right to make a motion or offer a resolution. If the motion or resolution applies to the work of any standing or special committee, it shall \ ordinarily be referred to that committee for consideration and recommendation. '

b. Every motion or resolution shall be presented to the recording secrétary'in writing if re quired.

c. Every motion or resolution shall require for passing a majority vote of the delegates present unless otherwisg indicated.
