Article X. Committees
Sec. 1. Executlve Committee
a. There shall be an executive committee of the synod composed of the following;
1. The president of the synod.
2. The vice-president of synod,
3. Elected by the convention:
a. Two representatives from each field, half clerical and half lay -
b. Two women (if not otherwise elected)
b. Members of the executive comniittes of the synod shall be elected to a term of four years by the synod convention by ballot upon nomination by the Committee on nominations and Credentials of the synod. There may also be nominations from the floor of the convention if desired. Continuity of membership shall.be maintained by the election of half the members biennially. In the case of two representatives from one field the terms of these representatives shail be determined so that thegmemberships fall vacant in alternate bienniums. c (1) Meetings: The Synod Executive Committee shall normally meet once in a quarter, Special meetings raay be-called:by the President of the Synod or shal be called at-the request of at ledst one half of the members,
(2) Notice:: Five days notice for special meeting and seven days notice for regular meetings shall be given along with the proposed agenda to all who are entitled to be present. Notices shall be sent by certificate of posting or by circular taking the signature of the members.
(3) whoever is absent from three consecutive meetings including special" megting without leave of absence, shall cease to be a mémber of the Synod Executive Cothmittee, '
(4) Quorum, ro A quorum for the transaction of business shall consist of ) a majority of the Synod Executive Committee including elected and ex-officio members.
d. Duties of the executive committee shall be as provided in the synod by-laws,
Sec. 2. Standing committees: -
a. The executive committee of the synod shall appoint the following-committees approximately one month before each regular convention of the synod upon recommendation -by the president of the synod, taking care that there is continuity of membership on the committees:
1. Committee on Pastors
2. Committee on Evangelism and Stewardship
3. Committee on Buildings 4, Committea on Nominations and Credentiajs '
6. Committee on Christian Home
6. Committee on Christian Education ©
7. Committee on Ministry among youth.
b. The composition and duties of these committees shall be: as provided in these by-laws.
Sec. 3. Special Committees - The executive committee of the synod /may appoint special committees for carrying on the work of the Ghurch in the area of the synod.
Article XI. By-Laws And Amendments
Sec. 1. By-laws not in contlict with this constitution or with the constitution, by-laws and enactments of the Andhra Evangelical Lutheran Church shall be adopted by the Executive Council of the Andhra Evangelical Lutheran Church in accordance with the following provisions:
a. By laws may be proposed in writing to the president of the Andhra Evangelical Lutheran Church by six delegates to the convention of a synod or of the Andhra Evangelical Lutheran Church, or by a majority vote of the convention or the executive committee of any synod of the Andhra Evangelical Lutheran Church or by any member of the Executive Council of the Andhra Evangelical Lutheran Church; they shall be reported to the Executive Council by the president of the Andhra Evangelical Lutheran Church and shall appear in its minutes.
b. Notioce-of such proposed by-laws shall be serft to the delegates to the most recent regular convention:of the Andhra Evangelical Lutheran Church, provided that they have not been disqualified or replaced, and to the members of the _ Executive Council at least two months before "consideration of the by-laws by the Executive Council.
- ©. By-laws shall require for adoption a two-thirds majority vote of the members of the Executive Council present,
Sec. 2. Amendments to this constitution and to its by-laws, which amendments are not in conflict with the constitution, by-laws and engctments of the Andhra Evangelical Lutheran Church, may be proposed and adopted in aceardance with the procedure laid down in Sec. 1 of this Article.
