    Article XV. Amendments And By-Laws

    Sec. 1. Tha Memorandum af Association and the Rules of Associatian (constitution) of the Church may be amended by a three-fourths majority vote of the delegates present at a convention of the Church, provided that such proposed amendment shall have been moved by a member of the Executive Conucil or presented in writing to the Executive Council by not less than six delegates to the previous conventiori of the Church and shall have been circulated by the Executive Council to the delegates ta the convenion.at least six months before a special or regular convention of the Church at which action Is to be taken on the proposed amendment.

    Sec. 2. This body, through its Executive!Council, may adopt by-laws, rules of order, and standing rules ior the transaction of its business, provided that they do not cdnflict with the Rules of Association (Constitution) of the A. E, L. Church, according to the procedure laid down hereinunder. All proposed additions or amendments to the by-laws, rules of order or standing.<ules shall be circulated to every delegate to the convention of the A. E. L. Church at least two months before action may be taken ata meeting of the Executive Council. Delegates shall have 'the, right to send their suggestions in writing to the Executive Council regarding any such proposed amendments and these suggestions shall be read and considered by the Executive Council. 'All additions or amendments to the by-laws, rules of order or standing rules shall require a two-thirds vote of all the voting members of the Executive Council for adoption,

    Article XVI. Review Of Operation

    The Rules of Association {constitutioh) and by-laws shall.-be reviewed by the convantion.of the Chusch at such times as is deemed necessary ot fitting by the convention.or by the Eso Council of the Churgh, and report made to the Division of War d Mission and Ecumenism of the Luthetdn Church in'America.
