Article V. Elected And Appointed Representatives
Sec. 1. EXECUTIVE COUNCIL MEMBERS ELECTED BY THE CONVENTION OF THE ANDHRA EVANGELICAL LUTHERAN CHURCH AS FOLLOWS NEED NOT BE DELEGATES TO THE CONVENTION OF THE ANDHRA EVANGELICAL LUTHERAN CHURCH.
a. There shall he gight Indians elected by the convention of this-Chyreh to membership on the Executive Council, For * @ach of the memberships on the Executive Council to be elected by the convention of the Church as per Art, Xi of the gonstitution of the A.E.L. Church, a panel of twa names shalf' be submitted by the Committee on Nominations and.Credentials of the convention. Nominations from the floor for each pangl shall. be permitted.
1. Nominated lay persons shall be confirmed, at least twenty-five years of age, inigood standing in a congregation ofthis Church and a contributor to the Suvarth Dhana Nidhi fund according to the by-laws] of the Andhra Evangelical Lutheran Church, synod and parish. Nominated ordained persons shall be on the clergy roll-of this Church, and shall not have been under disciplinejduting the five years prior to election.
2. Each delegate to the convention shall cast his written ballot for one of the persons nominated to each membership, and the person in each panel raceiving a majority 'vote shall be declared elected.
b. There shall be two missionaries, one of whom shall be a woman, elected by the convention of this Church 'upon nomination by the Committee 'on Nominations and-'Ctéde¢ntials to serve on the Executive Council. Nominations from the ffloot for each panel shall be permitted. Each delegate to 'the convention shall cast his written ballot for one of the missionaries nominated for each membership,
Sec. 2. BOARD MEMBERS
a. The convention of this Church shall efect members of the boards of the Church as laid down in Art. XII of the constitution of the Andhra Evangelical Lutheran Church from panels submitted by those boards. Furthér nominatlon$ from 'the floor of the convention shall be permitted. Each delegate to the convention shall cast his written biéllot for one of the persons nominated for each membership and thé one receiving a majority vote shall be declared elected.
b. The Executive Council of this Church shall dppoint upon recommandation by the president, membeérs'of the boards of the Church as required by the constitution. TE
Sec. 3. INDIVIDUAL APPOINTMENTS ':
a. Statistician. ~. The statistician shall be appointed Blennially-by' the EXdetitive Council upon nomination by the president-of the Church and
shall work under the direction of the Board of Finance. His duties shall be to collect, tabulate, print and distribute annually statistigs covering the wark of the Church.
b. Archivist The treasurer-of the Church shall be the archivist.although the Executive Council, upen nomination by the: presidant of the church, may appoint an assistant archivist who;shall be in.eharge. of thebaptismal registers of the East and West Godavari synods. The archivist.shall-be.the-custodian of the archives of the Church, preserving.all the records and documents of the former Guntur and Rajahmundry synods of the Andhra Evangelical Lutheran Church. These shall inglude complete sets of the printed minutes of the Church and of the synods, as well as important official letters, papers and documents. The archivist shall seek to maintain these articles in arder and in good, condition. He shall grant AEecess to the archives «only ypon the written permission of the.prasident of the Church, and shall take care that no papers are ramoved from.the.archives. Upon request and upan the payment of a fee. he shall-issus-to.the concerned party true gopiesof entries in the.baptismal tegisters.
c. Historian An historlan shall be appointed by the Executive Council upon nomination'by the president ofthe Church. He shall conduot-research in the history ofthis Church and its constituent bodies including biographical statements of outstanding members. Upon the dpath of such a member the historian shall present to the convention of the Andhra Evangelical Lutheran Church a brief Statement concerning the life and wvork of the member. d. Marriage recorders } Upon nomination by the president of the church, the Executive Council shall appoint one marriage recorder for the Guntur synods and another for the Godavari synods. It shall be the duty of these recorders to receive, at least quarterly, extracts in duplicate from the marriage licensees, record these in permanent registers and forward one copy of each extract to the District Marriage Registrars concerned. The marriage recorders shali conduct any necessary correspondence with Government concerning licenses. Upon request and upon payment of a fee he shall issue to the concerned parties true copies of the marriage extracts. ©. Literature secretary The literature secretary shall be appointed for a term of three years by the Executive Council upon the recommendation of the Board of Chustian Education and Literature. The Secretary may be re-appointed. His work shall be under the direction of that board. He shall have responsibility for the Andhra Lutheran', shall publish the annual almanac, calender and diary of the Church, shall assist in the production of literature for the Church; and shall seek to encourage others to write suitable uterarure as directed by the board.
Sec. 4. REPRESENTATIVES TO OTHER BODIES Representatives to the bodies mentioned below shall be chosen with a view to continuity of representation to the body, and shall be confirmed members in good standing of a congregation of this Church.
a. Representatives to be elected or designated by the convention of the Andhra Evangelical Lutheran Church.
1. National Christian Council At the last regular convention of this Church preceding the triennial assembly of the National Christian Counci} the con-
vention shall elect six representatives, of whom two shall be missionaries, to that assembly by ballot on nomination by the Committee on Nominations and Credentials of the convention, The president of the Church shall be one of these representatives.
2. Andhra Christian Council ~ At each regular biennial convention of this Church the convention shall elect nine representatives to the.-Andhra Christian Council by ballot on nomination by the Committee on Nominations and Credentials of the convention. Three of these nine shall be missionaries The president of the Church shall be one of these representatives Ordinarily from among these representatives the president of the Church shall designate one person as a member of the Board of Education of the Andhra Christian Council." Ordinarily from among these representatives the president shall designate one missionary and one Indian as members of the Board of Christian Broadcasting of the Andhra Christian Council.
3. Federation of Evangelical Lutheran Churches in India. At the last regular convention of this Church preceding the triennial conference of the Federation of Evangelical Lutheran Churches in India the convention shall elect to that conference fourteen representatives by ballot on nomination by the Committee on Nominations and Credentials of the cenvention. At least three of these representatives shall be missionaries, The president of the church shall be one of these representatives. From among these representatives the convention shall elect one person as a member of the Executive Committee of the Federation of Evangelical Lutheran Churchés in India and the president af the Church shall designate one person as a member of the Board of Publication of the Fgderation of Evangalical Luthern Gnurehas in India. Nominations may also be made from-the flaor of the Executive Council.
5. Christian Medical College Hospitdl, Vellore.
The "Executive Council 'shall designate: two represeritatives, each 'to a' threeryear term, on the Counoil of the:Glidstian Medical College 'Hospital, Vellore, upon nomination by the Board of Medical Services, Nominations may alsotbeemade from the floor of the Executive Council.
