    Article III. Support Of The President

    Sec. 1. "The president of the synod shall receive his salary from the budget of the parish, tq which he is assigned or from funds raised by the synod for the salary of the president in case he is full time.

    Sec. 2. In addition, he shall receive an allowance of Rs. 30 «Per mont through the budget of the synod president's office.

    Sec. 3. A budget for the office of the'synod president shall be determined by the Board of Finance of the Andhra Evangelical Lutheran Church and shall be povided by the contributions of the parishes of the synod and from other sources. )

    Article IV. Elected, Appointed And Ex-Officio Representatives

    Sec. 1. Delegates to the Andhra Evangelical Lutheran Church Convention:

    a. Each synod shall be entitled to elect clerical and lay delegates to the convention of the Andhra Evangelical Lutheran Church in accordance with Art. of the Andhra Evangelical Lutheran Church by-laws. They shall be members who contribute at least Rs. 5 per month or at least Rs. 60 per year to the S D.N. funds of the Church in addition to a minimum of Rs. 6 per year offering of record to their parish. The membership of any such delegate already elected shall automatically cease'if his annual contribution is not given regularly within the calendar year or such other time as specifiad by the council.

    b. These delegates shall be elected at the last regular caohvention of the synod before the bjennial convention of the Andhra Evangelical Lutheran Church by ballot on nomination by the synod's Committee on Nominations and Credentials. Nominations of eligible persons in each nominated category shall also ba permitted/on the fioor of the convention. Such nominations from the floor shall be referred to the syriod's Committee on Nominations and Crederitials for scrutiny and répott but that committee shall have no ight to eliminate any name.

    c. The president of each synod shall be one of the clerical delegates provided in Andhra "Evangelical Lutheran Church By-laws Art, I. Séc. L. a,: ve

    d. A parish contributes 30% of its offerings (including the 20% given as A class pansh) to the S.D.N. Fund shall have the privilege of sending one delegate to the A.E.L. Church convention with parish funds.

    Sec. 2. Representatives "on the Executive Council of the Andhra Evangelical Lutheran Church.

    a. Each synod shall pe represented on the Executive Council of the Andhra Evangelical Lutheran Church by one ordained Indian minister and one Indian lay person elected by the convention of the synod in accordance With the following schedule:

    East Godavari. ordained 1964-67; 1967-71; 1971-75 lay 1964-69; 1969-73; 1973-77 West Godavari ordained 1964-69; 1969-73; 1973-77 lay - 1964-67; 1967-71; 1971-76 East Guntur © ordained 1964-67; 1967-71; 1971-75 lay 1964-69; 1969-737 1973-77 Lentral Guntur ordgiged 1964-69; 1969-73: 197377 lay 1964-67; 1967-71; 1971-756 West Guntur ordained 1964-67; 1967-71; 1971-76 oo. lay 1964-69; 1969-73; 1973-77 and similarly, providing for terms of two bienniums each, They shall be members who contribute at least Rs. 5 per month or,Bs. 60 per year 10 the S. D.     regularly within the calendar year of such other time as specified by the Executive Council.

    b. The elected lay representative of a synod shall be at least twenty-five years of age and a confirmed member in good standing of a congregation of the synod.

    c. Election of these representatives shail be in the following manner,

    1. Each delegate to the regular synod. convention in wnich a representative to the Executive Council is to © be elected according te the preceding schedule shall nominate by written ballot in the sequence determined by the schedule in Sec. 2. a. either three ordained persons on the clergy roll of that synod or three lay persans at least twenty-five years of age who are confirmed, members in good standing of congregations of that synod. '

    2. The names-ef all persons so nominated shall be reported to the synod convention in the order of i votes received. Further consideration shall be limited to the highest three in that list.

    3. Each voter shall then indicate on a second. written ballot the order of preference which tie gives to those three names, marking them three, two and one respectively. In counting the votes the tellers shail add the numbers assigned-to each of the names and shall report them to the synod convention beginning with the name receiving the highest total, followed in order by those receiving lower totals in sequence.

    4. The one receiving the highast total shall be declared elected to the Executive Couricil of the Andhra Evangelical Lutheran Church for a 'tern of two bienniums, except for those who shall be, slected to a term of one bierinium in the first elections under this cotistitution, as indicated in Sec. 2. a above.

    5. Interim vacancies occurring among these representatives on the Executive Council may be filled temporarily by the executive comniittee of the synod until the next regular convention of the synod, whiich regular cenvention shall proceed to fill the vacancy by election according to the procedure laid down in paragraph above. The pérsons so elected shall fill out the unexpired term.

    Sec. 3. Members of boards of the Andhra Evangelical Lutheran Church Each synod shall be entitled to elect members to the boards of the Andhra Evangelical Lutheran Church in accordance with Article XII of the constitution of the Andhra Evangelical Lutheran Church. They shall be members who contribute Rs. 5 per month or Rs. 60 per year to the S.D.N. fund of the church in addition to a minimum of Rs. Bjper year offering of record to their parish. The membership of any such person already elected to the Board shall automatically _ cease if the annual contribution is not given regularly within the calender year or such other time as specified by the Executive Council.
