Article III. Officers
Sec. 1. SUPPORT OF THE OFFICERS OF THIS CHURCH
a) The president of this Church, being a full-time officer, shall receive from the central budget of the church the'same salary to which he would be entitled were he serving a parish of the church, plus an allowance of Rs, 100~ per month.
b) In the annual budget the Boardlof]Finance shall make provision for the officers' necessary expenses incident to the duties imposed by their respective offices.
Sec. 2. INCAPACITY OF THE PRESIDENT OF THIS CHURC
a) If at any time members of,the Exeoutive Council are of the opinion that the president of this'Church is suffering from such physical or mental disability.as may render him incapable of performing his duties. such members ol the Executive Council shall inform the vice-president and] the treasurer of the Church concerning their opinion. If this opinion is held one third and expressed in writing by one third or more of the members ofthe Executive Council, this matter shall be eported to a meeting of the Executive Council called by the vice-presi«~ dent and the treasurer jointly and presided over by the vicepresident. Ifa majority of the'members of the Executive Council are of the opinion that the president of the Church is suffering from such physical or mental disability as may render him incapable of performing his duties, he shall bo examirled by doctors of the C. M. C. Hospital, Vellore, Refusal of the presidentso to be examined shall be deemed conclusive evidence of serious disability and the provisions of paragraph (c) below shall come into effect without medical examination, b, If, In the opinion of the aforesaid doctors, he is suffering from such physical or mental! disability as may render him temporarily incapable of performing his duties, he shall abstain from the performance of those duties until the said doctors upon re-examination, certify that he is sufficiently recovered to

After a petition admissible under Sec. 3. b. above has been received by the Commission. of Adjudication, it the Commission desms it essential to good order that the accused officer should be suspended, the Commission, six members concurring, shall direct its chairman so to notify the Executive council; which under the chairmanship of another officer not accused, shall decide the matter by written ballot, if two-thirds of the votes cast in the Executive Counc favour suspension of the accused officer. he shall forthwith be suspended from performance of the duties of his office pending action on ths petition. and the Executive:Council shall make provision for the performance of such duties adinterim The Executive Council shall also arrange that all properties equipment, situations etc. pertaining to the office shall be turned. over to the person designated by the Executive Council. )
Article IV. Procedure For Nomination And Election
Sec. 1. Unless otherwise provided in the consitution or by-laws of this Church, nomination of two suitable persons, if avail. > 'able, for each elective position shallbe made by the Committee on Nominations and Credentials of the convention orof the Executive council, as the case may be. A panel representing a certain constituency shall contain names from that 'constituency only. «Names may also be added from the floor of the electing body unless otherwise prohibited in the constitution or by-laws of the Andhra Evangelical Lutheran Church. Such nominations from the floor shall be referred to ! the Committee on Nominations and Credentials for scrutjny and report but that committee shail have no right to eliminate any name.
Sec. 2. All elections shall be by secret written ballot, Official voting papers shall be provided by the chairman of the Committee on Nominatons and Credentials and any.fvots net rccorded on an official voting paper shall be rejected,
Sec. 3. In the case of elections by a convention of the synod or the Andhré - Evangelical Lutheran "Church, provision shal] be Made for voters to mark and cast their ballots at place§'in the Convention hall sufficiently removed from the seats of the delegates so that the ballot of the voter cannot be observed by any other person.
Sec. 4. Members of the concerned Committee on Nominations and Credentials (see these by-laws Art Vil Sec. 9.b. 1. and 2.) shall serve as tellers for all elections excep t that no person who has been nominated for election shall serve as g teller for ballots relating to the post for which he has been nominated, If additional tellers are needed, the chairman of the session shall nominate them from among the delegates but they shall serve only if approved by the body in which the election is being conducted (Executive Council or convention), -
Sec. 5. The result of each ballot in every 'election shail be announced to the body in which the election is being conducted (Executive Council or convention).
